Description and Objectives

SCIDaR, through the Northern Nigeria States Routine Immunization Strengthening Project (NNRISP), is working to improve routine immunization (RI) and public health care (PHC) program indices across the above-named northern states of Nigeria. The NNRISP program aims to provide technical assistance, thought leadership, and day-to-day management support at the state level for the implementation of the RI MoUs between BMGF, the Aliko Dangote Foundation (ADF), and state governments. SCIDaR’s interventions focus on optimizing the institutional and individual capacity of the State Primary Health Care Development Agencies (SPHCDAs) to effectively manage the RI programs.

Position Description

The LGA consultants will provide effective and quality on-the-job training to LGA teams, intensifying their skills necessary to prepare them for the full assumption of the PHC mentoring and monitoring role after the project lifespan.

Technical Responsibilities

  1. Guide the LGA teams on the mentoring and monitoring of PHC Officers-In-Charge (OICs) and their deputies on the execution of their facility operations in compliance to set standards; 
  2. Co-monitor PHC OIC’s competence and PHC efficiency (with the LGA teams) based on key performance indicators; 
  3. Monitor the job performance of the LGA teams and the mentoring approach to ensure alignment with the mentorship objectives and provide feedback for process improvement;
  4. Ensure the timely collection of PHC mentoring/supervision data; 
  5. Provide routine progress reports on PHC mentoring/supervision activities to the state team, including reports on challenges, on-the-spot mitigation responses, recommendations, successes and lessons learned;
  6. Ensure adequate documentation and reporting of PHC performance; 
  7. Support LGA team and PHCs to identify and resolve problems associated with PHC management;
  8. Co-report a monthly PHC implementation progress and performance report, including implications of results and/or recommendations for improvement;
  9. Provide feedback on the mentorship approach and identify improvement areas.

Qualifications & Experience:

  1. Minimum of a Diploma, ideally Bachelor’s degree, preferably in the field of health or other natural sciences;
  2. Previous work experience in PHC system strengthening and/or other health system-related projects.

Competencies required:

  1. Proficient in English and Hausa languages; 
  2. Ability to coach and mentor others;
  3. Proficiency in the use of Microsoft Office Suite to conduct basic analysis, interpret data, and write reports;
  4. Strong communication and interpersonal skills;
  5. Ability to identify and solve problems on the spot;
  6. Strong organization and planning skills;
  7. Capacity to work independently and function effectively within a team;
  8. Ability to assess, prioritize and manage a variety of activities with attention to detail.
